‘十(shi)一五’期間(jian)內蒙(meng)電(dian)(dian)力裝機增速(su)超過用電(dian)(dian)負荷增速(su),新(xin)增裝機2100萬千瓦(wa),年均(jun)增長(chang)25%,而規劃(hua)建(jian)設的蒙(meng)西(xi)電(dian)(dian)網(wang)第三、四外(wai)送(song)通(tong)道沒(mei)有實施,造成蒙(meng)西(xi)電(dian)(dian)網(wang)裝機盈(ying)余。為了盡快使西(xi)部(bu)(bu)、東北地(di)區(qu)富余的電(dian)(dian)力輸送(song)到東中部(bu)(bu),國家(jia)實施西(xi)部(bu)(bu)大開發和西(xi)電(dian)(dian)東送(song)戰(zhan)略,源(yuan)源(yuan)不(bu)斷的使用鐵(tie)塔和加(jia)強國家(jia)電(dian)(dian)網(wang)特高(gao)壓輸變電(dian)(dian)建(jian)設,打通(tong)了內蒙(meng)電(dian)(dian)力外(wai)送(song)通(tong)道,緩解了中東部(bu)(bu)用電(dian)(dian)需求。
內蒙(meng)古電(dian)(dian)力(li)能(neng)源(yuan)非常豐富,2010年底,內蒙(meng)煤炭產量(liang)達(da)到7.86億(yi)噸(dun),居全國第一位。“十(shi)二五”末,煤炭產量(liang)達(da)到十(shi)億(yi)噸(dun)不(bu)成問題。改革開(kai)(kai)放和西(xi)部(bu)大開(kai)(kai)發(fa)的(de)30多年來(lai),內蒙(meng)古電(dian)(dian)力(li)得到了快速發(fa)展,電(dian)(dian)源(yuan)分(fen)布(bu)橫(heng)跨內蒙(meng)古東(dong)西(xi),電(dian)(dian)力(li)外送能(neng)力(li)不(bu)斷增強。目前(qian),儲備(bei)的(de)電(dian)(dian)源(yuan)項目超過(guo)5000萬(wan)千瓦,而且大部(bu)分(fen)設(she)計(ji)為(wei)低質(zhi)煤就地燃燒轉化,成本(ben)和環保優勢十(shi)分(fen)顯著,使得內蒙(meng)古電(dian)(dian)力(li)外送發(fa)展前(qian)景(jing)廣闊。
截至2010年底,西電(dian)東送三大(da)通道(dao)輸(shu)送能力已經(jing)超過(guo)7000萬千瓦(wa)(相當于2010年底廣東省發電(dian)裝(zhuang)機全(quan)部(bu)容量(liang))。“但是目前(qian)來看,跨區(qu)(qu)送電(dian)規模(mo)仍然不(bu)能滿足當前(qian)大(da)范圍資源優化(hua)配置的(de)需求。在(zai)今年華東、華中、華北和南方電(dian)網缺口較大(da)的(de)情況下,東北和西北地(di)區(qu)(qu)還分別(bie)富余1300—1400萬千瓦(wa)左右的(de)電(dian)力,由于受限于當前(qian)跨區(qu)(qu)跨省線(xian)路的(de)輸(shu)送容量(liang),已經(jing)無(wu)法將這些(xie)富余電(dian)力輸(shu)送到東部(bu)缺電(dian)地(di)區(qu)(qu)。
在當前形勢(shi)下,內蒙(meng)(meng)古(gu)(gu)自治區(qu)明確提出(chu)了建(jian)成清潔能(neng)源輸出(chu)基(ji)(ji)地的發(fa)(fa)展(zhan)(zhan)定位和發(fa)(fa)展(zhan)(zhan)路徑。因(yin)此,就內蒙(meng)(meng)古(gu)(gu)能(neng)源工(gong)業發(fa)(fa)展(zhan)(zhan)而言,其特色是(shi)抓煤電(dian)(dian)發(fa)(fa)展(zhan)(zhan),加(jia)強多區(qu)域合作,拓(tuo)展(zhan)(zhan)電(dian)(dian)力外送的空間,積極發(fa)(fa)展(zhan)(zhan)高(gao)水平火電(dian)(dian),抓好重(zhong)點清潔能(neng)源輸出(chu)基(ji)(ji)地建(jian)設。特別需(xu)要研究電(dian)(dian)網的“上大壓(ya)小”,加(jia)快建(jian)設特高(gao)壓(ya)輸電(dian)(dian)工(gong)程,實(shi)現(xian)煤炭開發(fa)(fa)與能(neng)源消費中(zhong)心(xin)的遠(yuan)距離送電(dian)(dian)。
在(zai)內蒙電(dian)(dian)力外送所建設(she)的(de)(de)(de)特高壓(ya)輸電(dian)(dian)工程(cheng)中(zhong),使(shi)用(yong)的(de)(de)(de)必不(bu)可少(shao)的(de)(de)(de)基礎設(she)施就是(shi)(shi)輸電(dian)(dian)鐵(tie)塔(ta)(ta)和(he)高強度(du)(du)水泥桿(gan)(gan)(gan)。其中(zhong)鐵(tie)塔(ta)(ta)和(he)水泥桿(gan)(gan)(gan)在(zai)結構和(he)用(yong)材上(shang)(shang)有所不(bu)同,其在(zai)輸電(dian)(dian)線(xian)(xian)(xian)(xian)(xian)路(lu)(lu)中(zhong)起的(de)(de)(de)作(zuo)用(yong)是(shi)(shi)一(yi)(yi)樣的(de)(de)(de)。特高壓(ya)線(xian)(xian)(xian)(xian)(xian)路(lu)(lu)中(zhong)使(shi)用(yong)的(de)(de)(de)鐵(tie)塔(ta)(ta),它的(de)(de)(de)承載能力較大(da),易制造(zao)、運輸、安(an)裝,但占(zhan)地(di)面(mian)積較大(da),220KV以上(shang)(shang)線(xian)(xian)(xian)(xian)(xian)路(lu)(lu)中(zhong)普(pu)遍應用(yong);高強度(du)(du)水泥桿(gan)(gan)(gan)是(shi)(shi)電(dian)(dian)壓(ya)在(zai)110KV及以下的(de)(de)(de)輸電(dian)(dian)線(xian)(xian)(xian)(xian)(xian)路(lu)(lu)應用(yong)最為(wei)普(pu)遍的(de)(de)(de)一(yi)(yi)種桿(gan)(gan)(gan)塔(ta)(ta),它的(de)(de)(de)優勢就是(shi)(shi)經(jing)濟,但承載力有限(xian),用(yong)作(zuo)轉(zhuan)角桿(gan)(gan)(gan)時由于要做多根拉線(xian)(xian)(xian)(xian)(xian),其中(zhong)與高強度(du)(du)水泥桿(gan)(gan)(gan)配套(tao)使(shi)用(yong)的(de)(de)(de)規(gui)格一(yi)(yi)般(ban)為(wei)LP-10、LP-12和(he)LP-14等大(da)規(gui)格拉線(xian)(xian)(xian)(xian)(xian)盤。所以在(zai)經(jing)濟和(he)實際使(shi)用(yong)范圍(wei)來考慮,多數特高壓(ya)輸變(bian)電(dian)(dian)線(xian)(xian)(xian)(xian)(xian)路(lu)(lu)都是(shi)(shi)高強度(du)(du)水泥桿(gan)(gan)(gan)和(he)鐵(tie)塔(ta)(ta)混合使(shi)用(yong),直(zhi)線(xian)(xian)(xian)(xian)(xian)桿(gan)(gan)(gan)用(yong)水泥桿(gan)(gan)(gan),轉(zhuan)角耐(nai)張用(yong)鐵(tie)塔(ta)(ta)。
